No offense, but that is an inconsiderate and rude comment. Depending on how long ago you visited Taiwan, they may have not seen many westerners especially in more rural parts. Language is certainly a barrier, and even though kids learn them in school, they are very shy about using them. 

This would be no different were I in Europe, where people stare everywhere I go because I look Asian, and don&#039;t speak their language. Travelling alone is always difficult, but please, don&#039;t be ignorant and irresponsible with your comments.</description>

		<description>After I returned to Taiwan a week ago I went about the process of getting a prepaid card. 

I started with my previous phone company Chunghua （中華電信）since I had an account with them for over 5 years and they are the cheapest network available for a prepaid card. I was told I need to wait until I get my ARC renewed to get even a prepaid card. 

The 7-11 option is worthless, they either don&#039;t have them, don&#039;t know what it is, or they want a residents ID to buy it. 

Next step was going to Carrefour, but again I was told that I need either A. my ARC, or B. a 6 month residency visa. (Or I needed to be a resident for 6 months ~ not sure on that one now). 

In the end I was waiting to me someone in the Taipei City Hall metro station where I found a Far Eastone store, and after getting my fix of playing with the Samsung Galaxy Note I asked the shop girl if they sold prepaid sim cards. 

She quickly turned to the manager who spoke English and he asked for my ARC at first, when I told him I didn&#039;t have it he asked for my Driver&#039;s License for the US and my passport. Did all the paper work and 15mins later I was set up on their network. 

Although its incredibly expensive to call off network, and I couldn&#039;t get the EDGE/GPRS to open, its better than running around for 5+ weeks till I get my new ARC and switch back to ChungHua. 

Although I do have to admit that the Far EasTone English service website is really helpful, even if a few of the FAQ Q&amp;As are weird.</description>

I&#039;m not too familiar with the technology but for whatever reason roaming and international call barring might be two seperate things with your particular provider.

Take any advice you get from locals with a bit of salt when it comes to stuff like this. A lot of the times they forget foreigners are on things like pre-paid cards etc. and have to undergo a few extra steps or processes to get what we want :).</description>

When you exit the terminal at Taoyuan Airport to reach the phone desk you have to turn right. It&#039;s hard to miss as it&#039;s there&#039;s not really much else at the international terminal other then some chairs, an information desk and some vending machine.

If you get lost you can always hit up the information desk, they speak good enough English. There&#039;s also free WIFI in the area too so if you have a laptop you can sit in the chairs and hook yourself up.

The phone stall isn&#039;t that big and is up against the wall on your left if you exit turning left from the terminal after customs.

The process I believe is just showing them a passport and maybe one photo ID. I haven&#039;t actually bought a card from there but I do know it&#039;s an easier process than buying one once you&#039;ve left. Had I of known it was a hassle to get a prepaid sim card without an ARC I&#039;d have definitely picked up a sim card before leaving the airport.

Insightful information there. Am planning for a trip to Taiwan this coming December. Read your article, you have elaborated that the only way is to get these prepaid cards from Carrefour. But, you did not elaborate further how was the process of getting a prepaid card worked from the mobile phone desk from Taoyuan Airport (which you stated in one of your comments).
